Sinha’s parents, Prem Govind and Sushila Sinha, were born in Jamalpur, Bihar . He attended Queen’s College in Varanasi, Government Inter College in Allahabad, Garhwal, and Kalagarh. In 1987, Sinha received his mechanical engineering degree from The Aligarh Muslim University.
